Le Président de l’Association Naforé a eu l’honneur de participer à la COP 30, qui se tient à Belém (Brésil).
This COP marks a turning point towards the concrete implementation of the climate commitments made since the Paris Agreement.
It is taking place against a backdrop of tensions between countries of the Global North and South regarding climate finance, the fight against deforestation, and climate justice.
Brazil, the host country, intends to make this COP the COP of tropical forests, adaptation, and a just transition.
Brazil’s official priorities aim to:
- Place the Amazon and tropical forests at the heart of the negotiations.
- Promote nature-based solutions (NbS): reforestation, ecosystem restoration, and sustainable agriculture.
- Strengthen adaptation financing and access to water in vulnerable areas.
- Value the role of Indigenous and local communities in climate governance.
Through these priorities, Brazil seeks to assert its South American leadership and restore its international credibility after years of massive deforestation. At this stage, several positions are emerging among the negotiating blocs.
Developed countries (EU, EU, and Japan) have increased ambition regarding emissions reductions, transparency, carbon markets, and want the creation of a clear reporting framework and public-private partnership financing, while the G77 and China support a substantial increase in climate finance, implementation of the Loss and Damage Fund, technology transfer, and support for the principle of differentiated responsibilities.
The African group, for its part, emphasizes adaptation and food security, resilient agriculture, predictable financing, and equitable access to funds.
Small Island Developing States (AIDS) are drawing the international community’s attention to the climate emergency (limiting warming to 1.5°C), the rapid financing of loss and damage, coastal protection, and resilience.
The main issues at this COP 30 are:
- Adaptation financing : clarification of amounts, access modalities, and timeline (post-2025).
- Loss and Damage : operationalization of the fund and direct distribution mechanisms.
- Forest Protection : global commitment to halt tropical deforestation by 2030.
- Climate Justice & Just Transition : inclusion of social dimensions and local communities.

- Highlight the country’s vulnerability to climate impacts to support the demand for increased adaptation financing.
- Support an integrated forest-biodiversity-local development approach, aligned with the New Biodiversity Framework (NBF).
- Strengthen strategic alliances with the African Group, the G77, and AOSIS to advocate for common positions on climate finance and justice.
- Promote successful national experiences (reforestation, restoration, community management) as examples of effective adaptation.
